If a satellite is in orbit and isn't functional, it should be removed.
the design seen on this screenshot is very rough and is not COMPLETED. this spacecraft, manuevering using HYPERGOLIC FUELS, NITROGEN ACS THRUSTERS, AND REACTION WHEELS, IS CAPABLE OF PRECISELY APPROACHING AND CAPTURING SMALL TO MEDIUM SIZED SATELLITES, TO THEN BRING THEM TO A LARGER SHIP (SUCH AS SPACEX'S STARSHIP) TO BE BROUGHT BACK TO EARTH OR DE-ORBITED.
When MISAT is active, it extends its solar panelS so that it can keep its batteries charged while electricity is being used. the advanced automatic-adjusting computer software running on the computer in this spacecraft, as well as the arms which open and close using only electric motors, both draw power from these batteries, so it's important to have solar panels to recharge.
